Job Description – Finance Operations Manager
June 18, 2025

Pathways 2 Solutions, Inc. (Pathways), a government programs and solutions firm in TN is looking for an experienced (7+ years) people operations professional to join our Finance team.
Pathways distinguishes itself from other firms by two things: our Veteran ownership and our obsession with outcomes. We combine effective program management with disciplined federal-contract operations, keeping every project—large or small—aimed at measurable impact for Service members, Veterans, and the agencies that serve them. Pathways’ mission is to help other mission-driven organizations, whether public or private, punch above their weight. That means hiring people who share our bias for action, integrity, and teamwork. That’s where you come in.

Pathways is seeking a dynamic Finance Operations Manager to lead the development of its Finance Operations function. This is a remote work role with periodic travel requirements. The ideal candidate will build infrastructure and programs that support a distributed workforce aligned to federal contracting standards.
Here’s what you would do on a day-to-day basis:
  • Act as the primary to coordinate financial operations.
  • Schedule and manage month-end and year-end close activities.
  • Reconcile general ledger (GL) accounts and investigate variances to ensure accurate final reporting for Pathways.
  • Maintain and update rolling revenue, headcount, and cash flow forecasts.
  • Translate contract pipeline data into financial projections.
  • Prepare variance analyses and brief leadership on key financial drivers and mitigation strategies.
  • Monitor compliance with FAR, DFARS, and DCAA standards related to timekeeping, billing structures, and indirect cost allocations.
  • Prepare and submit incurred cost submissions (ICS) and provisional billing rate packages as required.
  • Generate and submit compliant invoices for cost-plus, T&M, and fixed-price (FFP) contracts.
  • Track Days Sales Outstanding (DSO), follow up on receivables, and engage government contracting officers to resolve delays.
  • Collaborate with proposal and capture teams to develop accurate pricing models, labor categories, and overhead cost estimates.
  • Draft compliant cost narratives for bid submissions that anticipate audit scrutiny.
  • Produce monthly financial dashboards summarizing profit and loss (P&L), indirect rate performance, and cash runway.
  • Maintain documentation to support internal controls, audit readiness, and cost-allowability defensibility.

Other Duties & Responsibilities

  • Develop and refine internal financial policies, procedures, and SOPs tailored to a federal contracting environment.
  • Serve as a financial advisor to the CEO and leadership team, supporting strategic decisions with accurate, real-time financial insights.
  • Identify and mitigate financial risks across projects and company operations.
  • Ensure proper segregation of duties, ethical standards, and documentation in line with government audit requirements.
  • Support audits and reviews conducted by government entities.
  • Stay current with changes to federal procurement and cost-accounting regulations and advise leadership on implications.
  • Leading others – While this position does not currently have any direct reports, influencing leaders and colleagues is expected.
This role is a good fit for someone with the following qualifications and skills:
  • Bachelor’s degree in Accounting, Finance, or a related field (CPA or CMA strongly preferred).
  • 7+ years of experience in federal government contracting, including hands-on work with FAR/DFARS and indirect rate development.
  • Expertise in accounting systems such as QuickBooks, Sage, or similar ERP tools.
  • Advanced spreadsheet and financial modeling skills (Excel or Google Sheets).
  • Experience managing vendor relationships and communicating financial data to non-financial stakeholders.
  • Strong organizational and remote communication skills across tools like Zoom, Slack, and asynchronous platforms.
  • Ability to work independently, manage competing deadlines, and operate in a high-compliance environment.
  • Experience in working with Federal Government clients such as the VA, SBA, and DoD, etc.
  • Highly organized, action-oriented, and collaborative, with strong interpersonal skills.
  • Experience with computer and database applications (Excel, Word, PowerPoint).
  • Ability to interpret FAR labor category and contract-compliance requirements.
  • Exceptional organizational, problem-solving, and interpersonal skills; able to juggle multiple priorities in a fast-growth environment.
Pathways offer competitive salaries, a comprehensive benefits package, an engaging workplace culture, and growth opportunities in a variety of specialty areas. That means when we find good people (and they find us), they stay around for the long term.

OMB Control Number 1250-0005
Expires 04/30/2026
Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
